Loading the brochure passages…

The short answer: for 2027, OPM requires every FEHB plan to cover at least one GLP-1 for weight loss and at least two oral anti-obesity drugs, and to require documented participation in an intensive behavioral therapy program before and during treatment. How each plan does it, and what you pay, differs. Of the 52 brochures OPM had posted for 2027 when we checked, 33 name these drugs in their own list of changes for 2027. Below is what every brochure says, quoted word for word, 327 passages in all, each with a link to the page it came from.

What OPM requires of every plan

COVERAGE

OPM requires every carrier to cover a range of FDA-approved anti-obesity medications on its formulary, including at least one from the GLP-1 class for weight loss and at least two oral options (OPM Carrier Letter 2026-07). Carriers may not exclude anti-obesity medications through a benefit exclusion or a carve-out (Carrier Letter 2024-05).

A PROGRAM BEFORE AND DURING TREATMENT, NEW FOR 2027

For 2027, all FEHB and PSHB carriers will require documented participation in an evidence-based intensive behavioral therapy (IBT) program both before and during treatment with anti-obesity medications (OPM’s 2027 Open Season highlights). OPM’s call letter adds that a member’s or provider’s attestation of earlier weight loss attempts should not bypass that requirement. Each plan’s brochure names its own program.

WHY PREMIUMS ROSE

OPM names higher prescription drug spending, particularly on GLP-1s, specialty drugs, and other high-cost therapies, among the main drivers of the 2027 premium increases (OPM’s 2027 Open Season highlights).

How this page works

Every passage is the plan’s own wording. We read each FEHB brochure OPM publishes for 2026 and 2027 and kept the whole paragraph, list item, or table row wherever it names GLP-1 or anti-obesity drugs. A script then checked every passage, character by character, against a separate copy of the same brochure; nothing that fails that check is shown. We do not summarize, shorten, or score anything a plan says.

Every passage links to its page. The source line names the brochure, the year, the section, and the page the brochure itself prints; the link opens OPM’s PDF of that brochure at that page so you can read it in context. Each plan also links its drug list (formulary) and its own site.

What this page does not cover. Whether a specific drug is on a plan’s formulary and at which tier, prior authorization and step therapy criteria, quantity limits, and changes a plan makes to its drug list during the year all live in the formulary and the plan’s own pages, not always in the brochure. Postal Service Health Benefits plans are a separate program and are not shown. Brochures that do not name these drugs are shown as such, with the formulary link, rather than filled in.

Before you enroll

WHAT THIS PAGE IS, AND IS NOT

Not medical advice. Whether a GLP-1 is right for you is a question for your doctor. This page shows what each plan’s brochure says it covers.

The brochure and the drug list govern. Each plan’s brochure is the official statement of its benefits, and its formulary lists the covered drugs. Where this page and either one disagree, theirs governs. Call the plan before you enroll if a drug matters to you.

No affiliation, no ranking. StandWatch is not affiliated with, endorsed by, or acting for OPM or any plan, and lists plans by name, not by rank. Nothing here is a recommendation to select, keep, or drop a plan, or medical, insurance, financial, or legal advice. The full educational-purpose statement.
